El objetivo general de esta investigación fue analizar los desafíos que generan las formas de ataque de la guerra no convencional a la ética militar frente a la defensa integral y la seguridad de la nación. Se apoyó en el enfoque cuantitativo de tipo documental. Las operaciones militares contemporáneas exigen altos estándares al liderazgo de los oficiales; en consecuencia, deben ser conscientes de impacto que frente a situaciones difíciles tienen en otras personas; por lo que su conducta debe estar en (...) línea con sus roles, normas y valores éticos, el comportamiento ético frente la guerra difusa y el dominio cibernético han ganado importancia en las discusiones teóricas y doctrinarias en el ámbito militar. La utilización de la fuerza militar debe estar dentro de los límites de la norma, pero sobre todo debe ser ética, lo cual es una de las razones principales por las que existe la ética militar. Sin embargo, no hay leyes que regulen los conflictos cibernéticos ni se enmarca en los conceptos de la teoría de guerra tradicional. Entre las conclusiones resaltan que los ataques cibernéticos dirigidos a la FANB podrían ser considerados delitos de guerra. Las armas de guerra cibernéticas son costosas y su efectividad disminuye rápidamente después de su uso debido a la pérdida de su elemento sorpresa, lo que las hace poco rentables. (shrink)

This article explores the role of conventions in the normalization of cocoa production in Ecuadorian Amazonia. Convention theory provides key theoretical tools for understanding coordination among agents. However, conventions must be understood as cultural constructions with a strong Eurocentric background that must be substantially modified in originally non-European contexts. A creative application of convention theory can partially overcome bifurcation among Western and non-Western rationalities. First, it shows that Western values and forms of coordination are heterogeneous, conflictive and opposing. Second, it (...) provides key insight for understanding the transformation of subaltern subjectivities generated from non-Western rationalities that are closely associated with subjugated knowledges. Third, in applying the concept of compromise, it allows one to understand cognitive hybridization and coordination among indigenous and Western agents and thus the complexities of processes of resistance, subversion and empowerment carried by indigenous communities. This article is focused on how cocoa production in Ecuadorian Amazonia serves as an example of the confluence and coordination of indigenous (using the concept of “Good Living” or Sumak Kawsay) and Western conventions. The assertion of Sumak Kawsay is understood as a relevant transformation of Ecuadorian post-colonial relations. It is shown that relevant industrial upgrading processes are justified by, among others, Sumak Kawsay repertoires. Additionally, dialogue on knowledge and compromise among conventions, and especially concerning Sumak Kawsay and the market, have been key facets shaping the development of a differentiated quality strand that has promoted relevant changes in the subaltern positioning of indigenous farmers in the cocoa commodity chain. The aim of this paper is to account for Michel Henry’s critique of Merleau-Ponty as regards the own body and the flesh. To that end, I start by displaying Merleau-Ponty’s position on these matters. Then I present Henry’s critique, which are focused on Phenomenology of Perception and The Visible and the Invisible. After that, I consider these objections in general and concentrate on the meaning of Merleau-Ponty’s latest work on Descartes’ dioptric, in particular. Freire is one of the most powerful voices challenging the hegemony of bureaucratic and banking educational systems. His voice was particularly influential impacting revolutionary processes and progressive social movements while at the same time learning from their practices. However, some silences in his oeuvres requires further examination. In this article, we focus on the silences of Freire regarding education and its relationship with work and labor, gender issues, and citizenship building.

The aim of the present study was to determine statistical differences in a set of badminton competition matches in five different modalities with regard to competition level (Group Phase versus Eliminatory Phase). Data from 453 sets (125 in men’s singles; 108 sets in women’s singles; 77 sets in men’s doubles; 73 in women’s doubles and 70 in mixed doubles) from the RIO 2016 Olympics Games were recorded and classified in two groups of variables to analyse variables related to match (5) (...) and set (15). A descriptive analysis and univariate test (Mann Whitney U) for non-parametric data were conducted. The results show in men’s and women’s singles all the variables related to match were higher in the Elimination Phase than in the Group Phase (p<0.01). In Sets 1 and 3, the longest set duration, rally and average rally were found in the Elimination Phase than Group Stage (p<0.05). In women’s singles, these differences were also recorded in Set 2. For doubles, the results are more stable among groups. Men’s doubles had a longer duration of the match and set (set 1 and set 2) (p<0.01), and also scored highest for average rally strokes (set 1 and set 3) (p<0.05) and shuttles used in the Elimination Phase versus the Group Phase along the match (p<0.01). In women’s doubles, more shuttles were used in a match in the Elimination than in the Group Phase. Moreover, the same results are established for Set 2, including for average rally. Mixed doubles saw no match going to three sets. However, the greatest differences showed a longer rally and average rally being registered in the Elimination than in the Group Phase. In conclusion, the timing factors of the badminton singles and doubles games were different in the Elimination and Group Phases. This information may help players and coaches prepare and administer different types of workouts or, more specifically, competition schedules adapted to the characteristics of modern badminton. O objetivo deste artigo é examinar a hipótese de que a teoria kantiana do direito público seja estruturalmente antinômica, a despeito de que Kant só lhe tenha admitido o aspecto paradoxal. Com efeito, a teoria kantiana do direito público simultaneamente sustenta: (i) que o ingresso dos homens em um estado juridicamente organizado depende da obediência ao comando da razão que nos ordena celebrar o pactum unionis civilis e aceitar a submissão a uma ordem constitucional civil; (ii) que devemos aceitar como (...) nosso legítimo soberano a quem quer que tenha condições de efetivamente impor seu poder sobre nós. Bons intérpretes como Bouterwek e Hermann Cohen pensaram, contudo, que a verdadeira dificuldade dessa análise é uma desconcertante confusão dos conceitos de soberano e de soberania. A hipótese que procuramos explorar neste artigo é a de que se obterá um melhor entendimento da posição de Kant se admitirmos que os dois planos de análise e as teses conflitantes a que se acaba de aludir estão em uma posição reciprocamente equivalente à que se encontram tese e antítese nas antinomias dinâmicas analisadas na "Crítica da razão pura". The aim of this paper is to examine the hypothesis that Kantian theory of public rights is founded on an antinomic conceptual structure, even though Kant only admitted the paradoxical character of his doctrine. Kant's theory on public right states, at the same time, that: (i) the access to a rightful condition is dependent on our compliance to the command of reason to celebrate the pactum unionis civilis and the corresponding submission of the citizens under a civil constitution; (ii) we shall accept as our legitimate sovereign whoever is able to impose his power over us. Good interpreters, as Bouterwek and Hermann Cohen thought, however, that the true difficulty with his analysis is that it contains an astonishing confusion of the concepts of sovereign and sovereignty. The hypothesis I would like to explore in this paper is that perhaps a better understanding of Kant's position on this theme can be obtained by admitting that the two levels of analysis and the conflicting thesis we found in his doctrine of public rights are in a position reciprocally analogous to that occupied by thesis and antithesis in the dynamical antinomies assessed in the Critique of Pure Reason. O propósito do artigo é apresentar o conceito de ‘tópica política’ como o recurso teórico necessário para elucidação das determinações formais que estruturam as relações políticas em seu nível mais geral. A primeira seção do texto evoca os contextos doutrinários em que o conceito de tópica foi introduzido com intenções em alguma medida análogas às que animam o artigo, sendo brevemente considerados os usos do termo nas obras de Aristóteles, Kant e Freud. A segunda seção examina os conceitos de divisão (...) e unidade, tratando de mostrar que as sociedades humanas são ao mesmo tempo necessariamente divididas e unificadas. Divididas na medida em que, como já mostrara Aristóteles e como o repetirá Tomás de Aquino, sendo a sociedade composta por uma multidão, o estatuto de sua unidade é necessariamente sui generis: ela não pode ser absolutamente una, pois, se o fosse, já não poderia ser uma cidade. Unificadas na medida em que as diferenças e distinções sociais, na medida em que adquirem caráter político, sobrevêm sempre dentro de uma sociedade, a unidade desta última tendo estatuto necessariamente reflexivo. A terceira seção introduz o exame dos conceitos de identidade e representação a partir da análise crítica da tese do jovem Marx de acordo com a qual a democracia é a verdade da monarquia mas a monarquia não é verdade da democracia. A seção prossegue com a retomada do exame destas noções a partir das análises de Carl Schmitt. A quarta e última seção do texto trata de explicitar os ganhos críticos, heurísticos e metapolíticos que a introdução do conceito de tópica na teoria política pode proporcionar. (shrink)

The area of smart power grids needs to constantly improve its efficiency and resilience, to provide high quality electrical power in a resilient grid, while managing faults and avoiding failures. Achieving this requires high component reliability, adequate maintenance, and a studied failure occurrence. Correct system operation involves those activities and novel methodologies to detect, classify, and isolate faults and failures and model and simulate processes with predictive algorithms and analytics. In this paper, we showcase the application of a complex-adaptive, self-organizing (...) modeling method, and Probabilistic Boolean Networks, as a way towards the understanding of the dynamics of smart grid devices, and to model and characterize their behavior. This work demonstrates that PBNs are equivalent to the standard Reinforcement Learning Cycle, in which the agent/model has an interaction with its environment and receives feedback from it in the form of a reward signal. Different reward structures were created to characterize preferred behavior. This information can be used to guide the PBN to avoid fault conditions and failures. (shrink)

RESUMEN El presente artículo está dirigido a sistematizar una concepción teórica y metodológica que sustente el proceso de extensión universitaria en la carrera de Medicina en Cuba. Entre los resultados se destaca el lugar y papel de la extensión universitaria en el sistema de la formación integral del profesional a la que se asigna una connotación especial, de marcado contenido axiológico, coherente con las necesidades y proyecciones sociales que facilita la formación del educando y fortalece la relación institución-comunidad. Es factible (...) de ser aplicado pues puede devenir en una importante contribución a elevar el impacto social de la docencia médica en tanto atiendan aspectos como la preparación de los implicados en las diferentes instancias; la colaboración de los consejos populares y los factores de la comunidad que se manifiestan en el modo de actuación del profesional. ABSTRACT The present article is directed to systematize a theoretical and methodological conception that sustains the process of university extension in the career of Cuban medicine. Among the results he/she stands out the place and paper of the university extension in the system of the integral formation from the professional to which a special connotation is assigned, of marked axiological contained, coherent with the necessities and social projections that it facilitates the formation of the educating and it strengthens the relationship institution-community. It is feasible of being applied then it can become in an important contribution to elevate the social impact of the medical teaching as long as they assist aspects like the preparation of those implied in the different instances; the collaboration of the popular advice and the factors of the community that are manifested in the way of the professional's performance. Se presentan los primeros resultados de una investigación doctoral sobre el profesorado y el desarrollo del pensamiento histórico. Este estudio ha tenido como objetivo principal caracterizar y analizar prácticas de aula que el profesorado tiene sobre la dimensión ética del pensamiento histórico, a propósito de la enseñanza de temas controversiales como la Ocupación de la Araucanía. Para ello, se aplicó el método de análisis de contenido cualitativo para el análisis e interpretación de las transcripciones de once grabaciones de clases de (...) primer año de enseñanza media, impartidas por 3 docentes de la especialidad. Los resultados expresan, entre otros, que el profesorado realiza explicaciones de aula que permiten contextualizar el período histórico en cuestión, pero que no profundiza en los juicios éticos razonables sobre las acciones del pasado y desde una perspectiva histórica. The purpose of this paper is to explore the evolution of the philosophical analysis of sport in Latin America from the nineteenth century to the present. To do so, this paper identifies the main themes and the leading works that emerged throughout this period as well as their relation to regional philosophical traditions. Likewise, to situate the philosophical analysis of sport in Latin America in a broader perspective, this paper makes reference to its relation to the philosophy of sport in (...) parts of the English-speaking world and the Iberian Peninsula . This paper also includes an account of the character and extent of philosophical thinking in relation to sport in contemporary Latin America and speculations about the future of the discipline in the region. Comparing food taboos across 78 cultures, this paper demonstrates that meat, though a prized food, is also the principal target of proscriptions. Reviewing existing explanations of taboos, we find that both functionalist and symbolic approaches fail to account for meat's cross-cultural centrality and do not reflect experience-near aspects of food taboos, principal among which is disgust. Adopting an evolutionary approach to the mind, this paper presents an alternative to existing explanations of food taboos. Consistent with the attendant risk of pathogen (...) transmission, meat has special salience as a stimulus for humans, as animal products are stronger elicitors of disgust and aversion than plant products. We identify three psychosocial processes, socially-mediated ingestive conditioning, egocentric empathy, and normative moralization, each of which likely plays a role in transforming individual disgust responses and conditioned food aversions into institutionalized food taboos. IntroductionIndividuals with high scores of perceived stress are more likely to develop arterial hypertension than those with low levels of stress. In addition to this, AH and stress are both independent risk factors for executive function impairment and worse quality of life. Therefore, strategies to control and cope with emotional stress are of paramount importance. However, less is known about the association of PS with EF, QoL, and coping in individuals with hypertension. This study aimed to evaluate the association of (...) PS with EF performance, coping strategies use, and QoL in a sample of hypertensive patients.MethodsWe assessed a group of 45 hypertensive individuals. The EF evaluation was: Frontal Assessment Battery; Controlled Oral Word Association Test—FAS; Letter-Number Sequencing subtest from the Wechsler Adult Intelligence Scale—Third Edition ; Digit Span subtest from the Wechsler Memory Scale-Revised and Wisconsin Card Sorting Test. The type and frequency of coping strategies used were measured by the Brief Coping with Experienced Problems Scale. The World Health Organization Quality of Life Questionnaire Bref was applied to measure QoL. The associations of the PS with EF performance, coping strategies, and QoL were investigated using univariate and multiple linear regression models adjusted for age, sex, education, systolic pressure, and depression symptoms.ResultsIn the multivariate analyses, higher PS was an independent predictor for a lower frequency of emotion-focused strategy use. However, PS was not significantly related to EF and Qol in this sample. The lower the PS, the greater the use of emotion-focused coping.ConclusionHypertensive individuals with high PS use less frequently positive emotion-focused coping strategies. (shrink)

O artigo trata das limitações estruturais a que está submetida a satisfação dos requisitos epistêmicos necessários para garantia da imparcialidade e, assim, da legitimidade, das decisões e ações políticas. Seu ponto de partida é a apresentação da teoria de Rousseau sobre o conceito de vontade geral e das condições sob as quais esta pode ser determinada e posta em ato. Desdobra-se em seguida no exame crítico do modo como Rousseau examina a questão, o que é feito mediante a análise da (...) distinção das divisões do corpo soberano devidas ou à natureza particular das questões submetidas à deliberação, ou a erros inocentes, decorrentes de falhas de caráter puramente cognitivo de parte dos minoritários, sem que, contudo, para explicação do ponto, se tenha que assumir como válido para Rousseau o teorema de Condorcet. Nas seções subsequentes, o artigo trata de mostrar como as dificuldades encontradas pelo Contrato social para estabelecer de maneira segura as condições sob as quais as deliberações políticas podem ser consideradas como expressão da vontade geral são generalizáveis, evidenciando problemas e limitações que afetam também teorias contemporâneas da normatividade política, como são as de Rawls e Habermas. A posição defendida no texto é que se deve ter as dificuldades em questão como inerentes às condições constitutivamente próprias da decisão política. O texto conclui, no entanto, mostrando como, em consequência desses mesmos fatores, a política é necessária e, portanto, constantemente interpelada pelo questionamento da verdade e da justiça das deliberações e ações por meio das quais tem lugar o exercício do poder. O artigo tem por objeto o exame de três registros de gritantes e distintos paradoxos na Doutrina do Direito de Kant. Registros feitos em tempos e contextos históricos diferentes por Friedrich Bouterwek, Marcus Willaschek e Balthazar Barbosa Filho. Bouterwek atribuiu a Kant a mais paradoxal das proposições jamais enunciadas por qualquer autor, a de que a mera ideia de soberania deve obrigar-nos a obedecer como a nosso inquestionável senhor a quem quer que se haja estabelecido como tal, sem que caiba (...) indagar quem lhe deu o direito de comandar-nos. Willaschek aponta a incompatibilidade de duas teses centrais da doutrina kantiana: a do caráter externo dos vínculos jurídicos e a da incondicionalidade obrigacional do direito positivo, pois não é possível entender como é possível termo-nos como obrigados por imperativos jurídicos e, ao mesmo, vermo-nos internamente isentados do dever de obedecê-los. O ponto crítico de Balthazar é alegar que não pode haver na filosofia kantiana uma crítica da razão político e jurídica, simplesmente porque o conceito de imputação, base da normatividade própria dessas esferas, pressupõe uma pluralidade de agentes livres que, justamente, só pode ser uma pressuposição, pois nosso acesso à normatividade prática só pode ter lugar em primeira pessoa. No exame a que o artigo submete essas alegações, o artigo argumenta, em objeção à tese de Balthazar, que o caráter universal e categórico da força que vincula o sujeito quando confrontado com a lei moral em primeira pessoa necessariamente se desvaneceria se, ao mesmo tempo, ele não fosse tomado pela evidência de que a realidade objetiva dos princípios morais é não só instanciável, mas assegurada pela múltipla instanciação. Com relação às dificuldades levantadas por Willaschek e Bouterwek, o artigo argumenta que o princípio exeundum e statu naturali, enquanto norma metapositiva, anterior à divisão do domínio prático entre doutrina do direito e doutrina da virtude, permite ao mesmo tempo compreender a exigência de obediência ao poder constituído e a restrição das obrigações jurídico-políticas exclusivamente ao foro externo.AbstractThe object of the article is to examine three claims about three distinct and allegedly blatant paradoxes in Kant's Doctrine of Right. These three critical points had been made in distinct times and contexts by Friedrich Bouterwek, Marcus Willaschek e Balthazar Barbosa Filho. Bouterwek attributed to Kant the most paradoxical of all paradoxical propositions, the statement that by the mere idea of sovereignty we are obliged to obey as our lord who has imposed himself upon us, without questioning from where he got such right. Willaschek points out the incompatibility of two main theses of Kantian doctrine of right: the claims that the legal bounds are of external character and that they are the source of unconditional obligations, since it seems impossible to understand how it would be possible to be obliged by juridical norms and decisions and at the same time to be exempted of the internal duty of compliance. The radical objection of Professor Balthazar is the claim that in the context of Kantian Philosophy it is impossible to admit a critique of the juridical and political reason because the concept of imputation, ground of the normativity in these domains, requires not only the presupposition of free agents, but a true and secure epistemic access to them, which is, according to him, impossible considering that the moral law and the other practical principles are accessible for us only in the first person. In the course of the appraisal of such claims, the article contest that objection arguing that the universal and categorical force of the normative bound experienced by the subject when confronted with the moral law in the first person would ineluctably vanish if, at the same time, he had not been taken by the evidence that the objective reality of the moral principles is secured by multiple instancing. Regarding the difficulties raised by Willaschek and Bouterwek, the article argues that the principle exeundum e statu naturali, as a norm of meta-positive character, prior to the division of practical domains between the doctrine of right and the doctrine of virtue, is the cue both to the understanding of the requirement of unquestioning obedience to the constituted power and to the restriction of the validity of this requirement only in foro externo. Technical and tactical actions are decisive in terms of badminton player competitive performance. The main objective of this research was to design, validate, and estimate the reliability of an observational instrument for the analysis of the tactical and technical actions in individual badminton. The process was carried out in four different steps: first, there was a review of the scientific literature and a preliminary list of variables was made; second, a qualitative and quantitative assessment was completed by 10 badminton expert (...) judges; in the third step, the content validity was estimated using Aiken’s V coefficient; finally, intra-observer reliability and interobserver reliability were tested by two observers specialized in badminton using the Cohen’s Kappa coefficient and the intraclass correlation coefficient. Strokes were used as the unit of measure by our observational instrument; every time badminton players hit the shuttlecock, 22 variables are observed. The minimum Aiken’s value was 0.58, and reliability was 0.63. In spite of these values, none of the variables had to be removed, but there were modifications in terms of drafting in some of them. The main findings confirmed the validity and the usefulness of this instrument. (shrink)

La primera parte del escrito se ocupa del ideario del mentor del personalismo, Jules Lequier. En esta instancia, se pre-cisa no sólo que el personalismo ha sido configurado en torno a la oposición libertad-necesidad, sino que, a partir de esta dialéctica opo-sitiva, (...) el pensamiento del filósofo francés se ve obligado a constreñir la noción de libertad a una libertas minor. In this article, we formally define and investigate the computational complexity of the definability problem for open first-order formulas with equality. Given a logic $\boldsymbol{\mathcal{L}}$, the $\boldsymbol{\mathcal{L}}$-definability problem for finite structures takes as an input a finite structure $\boldsymbol{A}$ and a target relation $T$ over the domain of $\boldsymbol{A}$ and determines whether there is a formula of $\boldsymbol{\mathcal{L}}$ whose interpretation in $\boldsymbol{A}$ coincides with $T$. We show that the complexity of this problem for open first-order formulas is coNP-complete. We also (...) investigate the parametric complexity of the problem and prove that if the size and the arity of the target relation $T$ are taken as parameters, then open definability is $\textrm{coW}[1]$-complete for every vocabulary $\tau $ with at least one, at least binary, relation. This article examines Sappho’s “Brothers’ Poem” in relation to fragments 5, 9 and 17 and to fragments 129 and 130b.17-20 of Alcaeus to determine the possible contexts of performance. It is established by critics that these fragments would have been hymns performed in the sanctuary of the Lesbian triad. The hymnodic character of these compositions leads to identify resonances in the corpus of Homeric Hymns on the basis of invocations, epithets and spheres of influence that converge with those of the (...)
